Open a RMB account in Citibank China?

Today is actually the first day in China that foreign banks can do personal RMB business. I was rushing to Citibank in 陆家嘴, and not able to open one actually. To open a RMB account in Citibank, or other foreign banks in China, you need at least 1000,000. To open a foreign currency in Citibank, you need maintain a 10000USD balance.

Instead, I tred ATM withdraw. I can get 4000RMB maximum from either US or Singapore Citibank.
